While amusing, the "best" cartoon, is the NORK's program.

Clinton brokered a deal.

In exchange for shutting down their fast breeders, the NORK's would get oil subsidies, a "safe" new reactor and some sanctions lifted.

The NORK's shut down their breeders, and the US welched on their promises, no new reactor, no oil, no sanctions lifted.

So three years later, the NORK's restarted their fast breeders, then build a bomb.

It appears that once again, the USA has learned nothing from recent history.
